A new report is proposing a decade of reforms to create a guarantee for young children and families.

The Centre for Policy Development’s Travers McLeod says one in five Australian children start school developmentally vulnerable.

“And that grows to two in five for children that don’t have access to early childhood education and care,” Mr McLeod told Sky News Australia.

He said the report, Starting Better, does not focus on only one aspect of early childhood services, but “what all children and their families need to thrive” from birth up to primary school.

“Over 12 months of research and consultation across the country, it’s clear to us that early childhood is the launchpad for life,” he said.
