A controversial bill is set to the tabled before Victorian Parliament this week which would allow Premier Daniel Andrews the power to declare pandemics and enforce state of emergency provisions.

It is understood the proposed legislation, which has not been made public, would grant the premier power to make pandemic declarations in three-month blocks even in the absence of any cases.

While the health advice would need to be made public, the Opposition have described the laws a governmental overreach.

Checks and balances include stronger safeguards to withhold QR code check in data from law enforcement with an independent committee set up to scrutinise government decisions.
