Sky News Political Editor Andrew Clennell says he expects Prime Minister Scott Morrison will make a “last-minute decision” as to whether he will attend the COP26 conference in Glasgow.

Mr Clennell said one issue which needs to be resolved before the conference is whether a deal can be struck with the Nationals on a net-zero commitment.

“The other’s quarantine,” he told Sky News host Andrew Bolt.

“He’s in The Lodge in quarantine again. It’s the third time in four months. He does not want to do 14 days again.

“As I understand it, the NSW government is working on opening the border earlier than mid-November, perhaps early November, when Morrison would come back.

“But it’s really those two factors, and I think we’ll get a last-minute decision whether he goes or not.”
