Sky News Political Editor Andrew Clennell says Victorian Premier Daniel Andrews’ decision to shut the entire construction industry for two weeks may have “backfired” as it has led to two days of protests.

“All throughout the pandemic, I have been warned privately by our leaders of the potential for civil unrest from lockdowns,” he told Sky News Australia.

“(Prime Minister) Scott Morrison had it as a concern from last March when he believed Australia would be locking down for as much as six months.”

Mr Clennell said the New South Wales state government was also worried about mass protests.

“It’s ugly scenes; there’s no other way of describing it,” he said.
