Victoria’s Department of Health announced the state recorded 423 locally acquired infections and two more deaths on Wednesday.
Of the new infections, 149 have been linked to known outbreaks with the remaining 274 “mystery” cases under investigation by health teams.
The results came from an improved testing rate of more than 54,000 swabs and takes the total number of active cases in the state to 4,038.
Mr Andrews previously flagged an easing of more restrictions would come when Victoria reaches 70 per cent on dose in its population. 
The state is on track to reach that milestone on Friday with a roadmap out of the sixth lockdown to be announced on Sunday.
